(KCPW News) Utah lawmakers are grappling now with how much of the state surplus to spend on their top two priorities - tax cuts and education. When it comes to funding public schools, the Legislature has a new plan. KCPW's Julie Rose reports.

If 99% of the people of Utah supported Plan A and 5 to 7 REPUBLICAN legislators supported Plan B, the people of Utah would have to live and pay according to Plan B. This is known as oligarchy or dictatorship by the few. Utahns resent being referred to as sheep, but their acceptance of this type of governance does not evince any other evaluation.
