Lawmakers Put Sex Offender Bill Through the Paces

(KCPW News) A bill requiring registered sex offenders to get written permission from the parent of a child under 14-years-old before accompanying that child anywhere was closely scrutinized by lawmakers on the Law Enforcement and Criminal Justice Interim Committee today."Let's say that a parent gives permission to a registered sex offender to pick up their child, and as a result of that a felony sex offense occurs," said Senator Bill Hickman. "Could it be interpreted that the parent would be guilty of reckless endangerment?"
Hickman asked that question of the bill's sponsor, Representative Richard Greenwood. Legislative counsel then informed the committee that, in some cases, a parent could be charged with child endangerment.
Other lawmakers questioned whether it is necessary for sex offenders to have actual written permission from parents to accompany a child. But Representative Carl Wimmer, a former police officer, said a permission slip would help guide the actions of officers when they encounter a sex offender accompanying a child.
"Where do you, as a police officer, err? Do you take custody of that child? Do you arrest that guy and find out later that he did have permission? I think putting the onus on the sex offender, and making him get a note that is signed and having him have custody and possession of that, helps us," said Wimmer.
The Law Enforcement and Criminal Justice Interim Committee voted in favor of the bill.

sorry you retard. read the constitution. you know that thing your swore to uphold when you took your oath of office. it's not the EX-OFFENDERS job to do yours or law enforcements. Unless you catch them in the act of a crime you have no more right to stop and question them no matter what they are doing or who they are with.

Now the real joke in this is how does the police officer know who wrote the note? What is to stop the sex offender from writting the note him or her self? No this ex policemen wants to make more laws instead of looking at what is and is not going to work.

Officers have ZERO right to arrest a man or take custody of any child unless a crime is clearly afoot.
Further, short of having a government agency stamp their seal on permission slips (a ridiculous and unworkable burden for both parents & offenders) they will be worthless pieces of forgeable paper.

Secondly, more than 95% of all new sex offenses are committed by someone who has never been caught and is therefore not on the SO registry.Tell me, again, please how this type of law protects a child - and we're supposed to be 'protecting the children' no???

Who commits most sex crimes? Well, 95% of all new sex crimes are committed by those NOT on the registry. Family members and those known to the family commit 98% of all sex crimes. So much for stranger danger.2nd question. Who is MORE LIKELY to committ a sex crime upon release from prison? Sex Offenders or NON-sex offenders?

You mark my words, these problems will grow exponentially, as this country is going to hell and their is NO way to stop the avalanche into destruction. It is too late. And I am an optimistic person. More laws are not going to solve anything. Only curing the sickness. The sickness is Driving Our God from America. The further we drive Him away, the closer we snuggle up to Satan.
Lets say, "A State Representative, (Mark Foley) Has sex with little boys, Could that be interpreted as Statutory Rape, Child Molestation, Pedophilia..OOPS, sorry, I forgot, Members of the Government, like Gestapos, are exempt from prosecution! How about if a child, is the child of a Former sex offender, what then? If America would put GOD back in the schools, Put God back in the government, Remove Immorality from the Televisions, Newspapers, Magazines and get back to being the Moral and God fearing country that it once was, we would not have to deal with all this. And one other thing, ENGLISH should be our National Language.
