Winners include Rocky Mountain Power and its shareholders; the state’s Federal lands lawsuit (which got an extra $14 million); Partisan state school board races; Water infrastructure funding (for building a future Lake Powell pipeline and Bear River diversion); Efforts to deal with homelessness; and “slightly” more education funding. Losers include most poor Utahns with no health insurance; Medical marijuana; the bill to ban the death penalty; Scenic National Byways (get ready for more billboards); and Jim’s Indigenous Peoples Day proposal.
