Ordinances, Lack of Halfway Houses Make Ogden Parolee Magnet

(KCPW News) A new analysis by the Salt Lake Tribune finds that local ordinances and a lack of halfway houses in the state have led to a few pockets where parolees and probationers are highly concentrated. And good landlord programs, which are intended to reduce crime, are contributing to these clusters as fewer and fewer landlords are willing to rent to ex-convicts.
