(KCPW News) An influential state lawmaker is proposing a form of guest worker program that he calls a free-market solution for businesses that need labor. Senator Howard Stephenson says his plan would come at no cost to the taxpayer, and would be regulated by the private sector. We talked with the Draper Republican about the specifics of his plan, and asked him about his involvement in public education issues as he runs for re-election this year.
