<itunes:summary>(KCPW News) Progressive public policy is the goal of Democratic State Representative Rebecca Chavez-Houck. The Salt Lake City lawmaker has served in the legislature since 2008, contributing significantly in the debates over LGBT rights, immigration, social justice and ballot issues. Recently, she’s been serving on the Utah Commission on Immigration and Migration. We talked with her about how the immigration debate appears to be changing in the state, and what’s on the mind of her constituents.

Then, at the recent Outdoor Retailer Summer Market, outdoor groups sent a loud message to Utah Governor Gary Herbert, telling him he’s wrong on public lands and conservation issues. You recently heard Black Diamond Equipment CEO Peter Metcalf echo that sentiment on this program, and today, we got a response from Alan Matheson, the governor’s senior environmental adviser.

<itunes:subtitle>Today on the show, we talked with State Rep. Kraig Powell of Heber City about his effort's to open up caucus meetings in the Utah Legislature to the public, and interviewed Democratic Treasurer candidate Christopher Stout.</itunes:subtitle>
<itunes:summary>(KCPW News) Republican State Representative Kraig Powell of Heber City might not be one of the most well-known lawmakers in the Utah Legislature. But he got his turn in the spotlight after he said publicly that he was pressured into voting for a controversial overhaul of Utah’s open records law, HB 477, which was later repealed. This year, Powell pushed an effort to open up lawmakers caucus meetings to the public. We talked about that and what else he hopes to do with another term in office.

Then, Christopher Stout says the Utah Constitution is in crisis when it comes to the state treasury. The accountant is the Democratic candidate for Treasurer this election year. We asked why he’s concerned about the state’s debt load.

<itunes:subtitle>A closed-door meeting in late March of officials from several counties in Utah, Colorado and Wyoming, along with lobbyists for the oil shale industry, has raised questions about the connections between the industry and public officials.</itunes:subtitle>
<itunes:summary>(KCPW News) A closed-door meeting in late March of officials from several counties in Utah, Colorado and Wyoming, along with lobbyists for the oil shale industry, has raised questions about the connections between the industry and public officials. And those connections have been investigated by groups like the Checks and Balances Project (http://checksandbalancesproject.org/), which calls itself a government and industry watchdog. Matthew Garrington is co-director of the Checks and Balances Project. KCPW’s Jeff Robinson asked him about the details of this closed-door meeting and a report the group released (http://kcpw.org/files/2012/08/ChecksandBalancesReport.pdf).

For a response, we spoke with Jeff Hartley, an consultant for several energy companies, including Red Leaf Resources, who also points to this article in the Columbia Journalism Review (http://www.cjr.org/behind_the_news/journos_call_for_more_transpar.php?page=all) regarding the Checks and Balances Project.

Red Leaf Resources also sent the following statement:

"Oil shale is a new and exciting area for US energy self-sufficiency. We understand the interest by many stakeholders as this resource is developed. We believe it is important for all those interested to have the opportunity to be informed.

However, the multitude of inaccuracies in the ‘Checks and Balances’ report makes it difficult to respond. As a matter of correction, Red Leaf Resources notes that it has done extensive testing on its process and worked with independent labs, consultants, and investors to validate the merits of our technology.

Red Leaf’s Large Mine Permit remains in effect contingent on a groundwater quality permit decision from the Division of Water Quality, and its project continues to move towards first commercial production. The company will have all necessary water and environmental permits in place prior to initial production. Red Leaf’s project is designed to meet or exceed all current environmental standards and requirements.

We are pleased to respond to stakeholder questions about oil shale and the EcoShale™ process. We also encourage all interested parties to visit our web site at www.readleafinc.com (http://www.readleafinc.com/)."</itunes:summary>
