Five people are charged for illegally riding ATVs through Recapture Canyon. Gov. Herbert says the feds won’t designate a new national monument while the public lands process continues. Utah Transit Authority tells lawmakers they will enact reforms recommended in a state audit. And lawmakers review Herbert’s Medicaid substitute.
