(KCPW News) The Utah legislature has been holding interim committee hearings this week, and on Wednesday, one committee discussed a federal program known as the 1033 Program. 1033 started in the 1990s as a means of providing military surplus equipment to local law enforcement agencies. The intent was to aid those agencies in the war on drugs and, later on, counterterrorism efforts. But the program has recently come under scrutiny nationwide after accusations of excessive use of force by police.

Wednesday’s committee hearing on the issue was meant to be a review of how the 1033 Program works. But as you’re about to hear from this audio postcard compiled by KCPW’s Ryan Cunningham, the residual issues surrounding this program garnered more attention than procedural matters.
