A Congressional subcommittee heard testimony last week about the Scott Gardner Act, named for a North Carolina man who was killed by an undocumented drunk driver. The bill would tighten how the feds deal with undocumented DUI drivers, but it would also allow local police to detain suspects and turn them over to federal custody.
