Police, homelessness, and lessons learned from Operation Rio Grande

A recent report from the ACLU of Utah offers a critical appraisal of Operation Rio Grande, the multi-agency effort to address public safety and homelessness in the Pioneer Park neighborhood that began in 2017. In particular, the report criticizes the number of arrests for low-level offenses that came out of that effort, saying that “repeated interactions with the criminal justice system” created “lingering collateral consequences” for people experiencing homelessness – a population the architects of the effort were ostensibly trying to help.
